QUESTION: What work is available at USAFA for an advisory and assistance contractor?


ANSWER: There is only one A&AS contract on USAFA to support the Dean of Faculty (DF) research department. This contract is in the SBA 8(a) Program and runs through FY14.

QUESTION: What work is available at USAFA for an A&E and Environmental firm specializing in: Environmental Consulting Services (including engineering services), NEPA documentation, Biological Assessments, Stormwater Management & Planning, map drafting services, hazardous waste treatment and disposal, remediation/environmental remediation and much more? 


ANSWER: USAFA has five existing A&E contracts that run through FY 2015/2016. The Air Force overall also has A&E and environmental business opportunities fulfilled by the Air Force Civil Engineering Center (AFCEC). AFCEC writes the contracts, negotiates with one of their many contractors, (SDVOSB, 8(a), etc.), then the contractor does the work where needed. The AFCEC web site is below. QUESTION: What work is available at USAFA for a Construction Company?

ANSWER: (1) For "ground up" construction, our projects are managed by the Omaha, Corps of Engineers. You can access these opportunities through the below website:

(2) As a general rule (90%) of the time our construction opportunities including: mechanical electrical, carpentry, roofing, carpet, minor renovations etc., are fulfilled using one of our Simplified Acquisition Base Engineering Requirements (SABER) contracts. Our SABER contracts are awarded to the SBA 8(a) Program.

QUESTION: What work is available at USAFA for a copier company that sells and leases copiers?

ANSWER: All copiers are leased in coordination with the Defense Logistics Agency (DLA) document services. 
QUESTION: What opportunities are available at USAFA for a custodial company to sell services and supplies?

ANSWER: The custodial contracts currently being performed through the MANDATORY SOURCE Ability One and one contract by a Woman Owned Company. The custodial contractors provide all of the supplies necessary to perform required services and are reimbursed for the cost of the supplies.
QUESTION: What opportunities are available at USAFA for selling deployment gear? 

ANSWER: No deployment gear is purchased off-the shelf. Deployment gear is purchased in three ways. First is through our local Envision store which is an Ability One contractor. Secondly, gear is obtained through a Blanket Purchase Agreement (BPA) awarded by the Air Education and Training Command (AETC). Thirdly, as a last resort, if unable to procure deployment gear through the first two methods, it is purchased using GSA Advantage e-Buy.

ANSWER: The High Country Inn that primarily provides food for the Prep School is currently contracted with the SBA 8(a) Program. Mitchell Hall which provides food for the Cadets is contracted with a Small Business Food Service Company.

ANSWER: There are approximately 363 credit card holders at USAFA. They purchase small office supplies, small services, equipment, IT, furniture, tools, etc. You can call the GPC manager at (719) 333-4739. This office will forward online cards, etc., to the cardholders. For privacy reasons, we do not release the names of individual Government Purchase Card holder.

ANSWER: NETCENTS-2 is coming online and is a MANDATORY SOURCE for Air Force organizations. The Network-Centric Solutions-2 (NETCENTS-2) contracts provide the Air Force with a primary source of netcentric and IT products, services, and solutions. Use of the NETCENTS-2 contracts (except IT Professional Support Services) is mandatory for Air Force organizations as the contracts are awarded. 

IT Professional Services defined as: Non-personal Advisory and Assistance Services (A&AS) providing for development, acquisition, integration, test, deployment, and sustainment of Air Force Command, Control, Communications, Computers (C4), Intelligence, Surveillance, Reconnaissance (ISR) (C4ISR) Enterprise and Information Systems in support of Research and Development (R&D)

USAFA does not have A&AS IT work. As the different categories of contract vehicles become available on NETCENTS-2, USAFA will convert to them for all NET OPS, applications service, and infrastructure functions (includes voice and data telecomm).

ANSWER: A majority of IT supplies are purchased under the AFWAY program. The AFWAY program provides computers, printers, and laptops. AFWay is the Air Force portal for purchasing IT hardware, software, and services that provides users with leveraged buying power, asset tracking, and oversight. ANSWER: The majority of Medical Services are purchased through the Air Force Medical Services Commodities Council's Clinical Acquisition Support Services (CLASS) Contract and through the SBA 8(a) Program.

SUMMARY: Following extensive market research, Mr. Roger S. Correll, SAF/AQC, determined use of the Federal Strategic Sourcing Initiative (FSSI) Office Supply BPAs to be the best value for the Air Force. This strategic sourcing initiative leverages the federal government's buying power resulting in an average savings of 10% on office supplies, while reducing Air Force administrative procurement costs. Today, more than 14 federal agencies are active participants in the FSSI Office Supply Initiative. Effective October 1, 2011, all CONUS Air Force contracting offices and Government Purchase Card holders will use only the Federal Strategic Sourcing Initiative (FSSI) Office Supply BPAs or a local AbilityOne Base Supply Center to purchase office supplies. Until this mandatory date, the FSSI BPAs should be the preferred solution when an AbilityOne store is not available. The FSSI BPAs are currently available on the Air Force Advantage website. The only exception is for the purchase of toner cartridges. Due to highly competitive pricing on toner, it is important to check prices on both FSSI and the Air Force Toner BPAs available on AFWAY for the specific toner cartridge needed.
