Latest off-limits list released

The Armed Force Disciplinary Control Board recently placed two Colorado Springs businesses on its latest Off-limits Areas and Establishment Letter, released earlier this month by Fort Carson officials.

Freaky's, on the 1700 block of Brookwood Drive, and Kiki Smoke on the 900 block of North Circle Drive, are now off-limits due to the sale of prohibited substances, said the Aug. 8 letter signed by Fort Carson's acting senior mission commander, Brig. Gen. Michael Bills.

Those prohibited substances include Salvia Divinorum, or "Spice," which the Uniform Code of Military Justice bars service members from ingesting.

While the purpose of the off-limits letter is to inform local Soldiers they are prohibited from entering establishments judged to be off-limits, the letter also applies to Academy Airmen and cadets.

"This letter identifies locations and businesses deemed unsafe through a legal process due to the sale of prohibited substances, safety of our personnel and other reasons," said Chief Master Sgt. Stephen Ludwig, the Academy's command chief. "I would ask supervisors at all levels here to ensure all permanent party and cadet personnel are familiar with this list and do not frequent these establishments that can have a very negative effect on our mission."

Academy leaders help determine which location should be off-limits by having a representative attend the quarterly Armed Forces Disciplinary Control Board meetings.

"It happens that the board's executive lead is Fort Carson, but all military installations in Colorado Springs participate," Ludwig said. "The process is very focused on the legal aspects and making sure we balance security of our personnel and the rights of the businesses to conduct lawful business activities."

"Because of this, we participate in one board and all agree to adhere to the off-limits list," Ludwig said. "The 10th Air Base Wing commander is our point of contact since it falls under the installation commander to participate in the off-limits process."

The board also reconvenes when a situation dictates and such a meeting occurred shortly after the Aug. 18 shooting death of a Fort Carson Soldier at a Colorado Springs nightclub.

"Circa Nightclub, on the 500 block of South Tejon Street, was placed off-limits due to the death of our Soldier outside that nightclub," said Dani Johnson, Fort Carson's chief of media relations. "This establishment will remain off-limits until the board determines it to be safe for military members."

Off-limits to all Academy Airmen and cadets are:

· Freaky's on the 1700 block of Brookwood Drive and 300 block of East Platte Avenue
· The Golden Cue on the 2700 block of Hancock Expressway
· Hookah Springs Café on the 3600 block of Citadel Drive
· Kiki Smoke on the 900 block of North Circle Drive and the 1700 block of Monterey Road.
· Myxed Up Creations on the 1600 block of Lashelle Wy.
· Sawasdee Body Works on the 1700 block of B. Street
· Spice of Life on the 3200 block of South Academy Boulevard
· Sun Spa on the 400 block of Windchime Place.
· World Massage on the 1700 block of Crest Place
·Rental properties owned by Alma Patrick
