10 SCX Spectrum Management

Installation Spectrum Management (ISM) is a contracted function.  The contractor provides management of USAFA assigned frequencies and on-base/off-base spectrum/frequency allocations. The ISM is responsible for all USAFA spectrum management related matters, policy and procedures.

Frequency spectrum requirements for communication equipment must be approved before any acquisition, procurement, or contractual action can occur. The USAFA ISM coordinates directly with local project officers, the Federal Aviation Administration (FAA), Federal Communications Commission (FCC), National Telecommunications and Information Administration (NTIA), and the Air Force Frequency Management Agency (AFFMA) in each stage of the acquisition process. The ISM accomplishes frequency allocation approval by evaluating the spectrum specifications of communications equipment, verifying frequency availability, identifying appropriate use and obtaining federal approval to radiate in a specific frequency band.

Requests for Spectrum Management services are submitted via the CIPS Work Order Management System (WOMS).  Each unit has access to a WOMS monitor (Communications Requirements Officer) who can submit WOMS requests.
